32 bit problems: lagging start menu, but on 64 bit the jumplist very Smoooth

I have AMD processor in my laptop and in my desktop pc .
And i find the same bug.
If i install 32 version of windows , my startmenu jump list is lagging as H E L L L .
But on 64 Bit is really smooth.

The problem is  my desktop pc dont have power to run well on 64 bit.

And they usethe same AMD processor +ATi gpu...
its a BUG? Or what?

As your post states that both the desktop and laptop have the same processor, it is clear that both the systems are running on 64-bit processors and hence are capable of installing 64-bit version of Windows in the first place.
As we can very much make out
here, the 32-bit version of Windows 7 is designed for processors running 32-bit processor and so is the case with 64-bit Windows.
As such you will see a noticeable performance improvement when you run a 64-bit version of Windows on a 64-bit capable processor.
If you run 32-bit windows on a 64-bit processor, you do not get any benefit of having 64-bit hardware.
Apart from that you may notice performance issues such as the one you cited in your post.
You may still go ahead and check if installing correct graphics card driver on the 32-bit windows shows any improvement on the performance.

My suggestion would be to stick with the 64-bit version of Windows 7 for many potential benefits that it provides against the 32-bit versions.
As for your power issue, why not get a new power supply unit and eliminate the whole power problem?

Manually editing the Windows registry
