Let's say I have the data below, in columns A and B.  I'm trying to construct a formula, if possible, that would select the row that meets the condition that says "the value in column A is the minimum value for which the value in column B equals 1".  So
in the sample below, the next-to-last row has the absolute minimum value in column A, but the value in column B is zero.  The correct choice would be the third row, which has the "most minimum" value (51) that is also flagged with a "1" in column B.
