Can't access internet options on browser or control panel. Can't download anything.

Hi all,
I am having problems with internet e8.
I let my friend use my computer and I am not sure what happend to it.
I am not able to access internet options on my browser or from the control panel.
There is an icon that is a red x in a circle on the bottom of my browser.
I am also not able to download anything.
I have tried to do a system restore and haven't had any luck.
Does anyone have any information or tips on how to get my computer back to normal?

Try these methods as well.
Method 1 :

Are you trying to open Internet Explorer (Web Browser), or Windows Explorer (File Browser,Taskbar, etc.)?

If you are trying to open Internet Explorer (Web Browser), you can try opening in No Add-ons mode to test if an add-on is causing it to crash.
To launch Internet Explorer in No Add-ons mode, go to Start, All Programs, Accessories, System Tools and open Internet
Explorer (No Add-ons).

To disable add-ons in No Add-ons mode, go to Tools, Manage Add-ons.
If that is not available go to Tools, Internet Options, then click the Programs tab on the Internet Options screen and finally click Manage add-ons.
In the Manage Add-ons screen, on the left change the “Show” option to All add-ons, then right click the item you wish to disable, and choose disable.

Method 2 :

If this is for Windows Explorer (File Browser), try booting into safe mode with networking to check if it works correctly there.
You should be able to access Safe Mode by restarting your computer and repeatedly pressing F8 until you get to the list of boot
options, you will need to select Safe Mode with networking from the list.
Follow the below steps to boot into safe mode with networking:

1.    Restart your computer and start pressing the F8 key on your keyboard.
On a computer that is configured for booting to multiple operating systems, you can press the F8 key when the Boot Menu appears.

2.    Select Safe Mode with Networking option when the Windows Advanced Options menu appears, and then press ENTER

Method 3 :

You may want to optimize Internet Explorer

Method 4 :

You can also try resetting IE to the defaults to see if this will solve the issue.
 
To reset IE to the defaults
 
click Tools> Internet Options, then go to the Advanced tab.
Click on the reset button at the bottom of the Advanced tab and select the options you would like to keep from the list.

Note: Please note that running Reset Internet Explorer Settings will reset all user-defined settings including those set by installed extensions, toolbars and other add-ons to IE Defaults.
This includes all Security, Privacy and Zone settings.

clear browsing history, delete all temporary Internet Files, cookies, form data and especially all stored passwords.

Run CHKDSK

• Go to the Start button.
• In the Search box, type "cmd" (without quotes) and press Enter.
• At the command prompt, type "chkdsk /r /f" (without quotes) and press Enter.
• Reboot your computer.
