Desktop Is "Locked" in Windows 7

Hello, I am using Windows 7 (32 bit).
Something weird happened today: when I have multiple windows open at once, if one is not maximized and the desktop is partly-visible, I can't "touch" the desktop icons as they are locked.
They only work after I hit the Windows key + D to show the desktop.
Even if all windows are minimized, desktop icons are disabled until I actually do "Show Desktop".
When I try to click on one of the icons or even just an empty space on the desktop, I get this weird sound.

How do I restore it to the normal function?

Method 1:
Step 1: Check if you face the similar issue in safe mode.
To start your computer in safe mode, go through the below mentioned article:
Step 2: Try following the KB article to perform Clean Boot.

Boot in Safe Mode:

  • Open Run command as previously described
  • Type MSConfig
  • Click on Boot tab
  • Tick Safe boot in Boot option
  • Select Network
  • Click Apply and OK
  • Reboot your system

Your system will boot in Safe mode with Networking. You may now try and open Windows Store and should not see any errors.
