CAn't uninstall TrayApp or HP Printer

I  keep getting installing trayapp upon logging on and off internet explorer.
I've uninstalled and installed software for hp officejet 4540 printer couple of times.
Now Im unable to uninstall hp printer or any of the hp software in control panel.
.
When
I click uninstall it just stays there . i'm using windows 7 home premium.
When I try to cancel installing of trayapp or close box i get network unavailable.
