Cannot get into my hotmail email on my home PC but can on other PCs, laptops and on the phone

I am using Windows Vista on my home PC and cannot get into my hotmail account.
When trying to enter my email address, the hotmail example email address does not disappear but stays in the field.
It can be overriden with my own email address but then the
password cannot be inputted.
I have also noticed that there are adverts at the bottom of the sign in screen on my home PC - these adverts do not appear on the sign in screen on other PCs or laptops.
Otherwise my hotmail email account is fine and can be accessed
without any problems on other PCs, laptops and on my phone.
I would appreciate help with solving this problem.

Machine Throttling

• Go to the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
