Can't assign keyboard shortcut

I am trying to assign a keyboard shortcut.
 I go to File > Options > Customize Ribbon > Keyboard Shortcuts : Customize button.
 Then I cannot type into the "Press new shortcut key" field.
 Nothing happens.
 The field will not accept text.

I have tried deleting the Normal.dotm template so it get recreated.
 I have tried disabling add-ons.
 No luck.

Some background.
 This used to work fine in Word 2007 and 2010.
 At some point, not sure when, my defined shortcuts stopped working and I had this same problem creating new ones.
 Can't recall what I did to fix it or if it fixed itself.
 

Now I have just received my computer back after a complete system restore, and it was also upgraded to 64-bit Win 7.
 Now the problem is back and I can't fix it.
