ie9 won't play security dvr active x program: watch_16R

Security system DVR won't play active X program called watch_16R from Video Systems Co, Ltd.
Everything worked fine on Windows XP and IE7.  But now am running Windows 7 and IE9.
DVR has 12 cameras attached to it, and only half the camera videos show up before IE9 says the DVR (lists the IP address) is not responding.
DVR manufacturer says there are security features in IE9 that won't allow DVR program to run.
Suggestions?
