2003 excel keeps freezing and even crashes when email is active

when I select a file it takes a long time to open, and more worringly when I go to save the file the screen turns white for several minutes ...
sometimes it recovers, sometimes it does not.
These are not especially large files, however, most of them are
on a shared network.
This never used to happen and is quite a reecent, but frustrating, occurance.

Does the issue occur with the files which are saved locally?

Machine Throttling

• Click the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Restart your system.
