Apps in windows 8.1 on Lenovo T440S look active but will not open

On a brand new Lenovo Thinkpad T440S running on windows 8.1 the desktop has apps that I can not open .
When I double click to open an app , it does not respond , the app gets bigger and re closes.
some of the apps look active like weather and news
the laptop has also got Lenovo apps that also do not open
so is the Windows store it does not open
