How Can I Fix - Computer stuck in reboot loop with USB device attached.?

Computer stuck in reboot loop with USB device attached.

When a USB wireless mouse receiver is connected to the computer and you restart the computer it gets stuck in a reboot loop never fully rebooting? I have purchased a Windows 7 compatible wireless mouse manufactured by Microsoft to be sure it was not a
conflict with the mouse itself.
The computer is new and came with Windows 7 Home Premium preinstalled.
Any ideas would be greatly appreciated.
It is worth noting that I have three of the same computer and they all have the same problem so it's not one specific computer.
I have not had this problem with Vista or XP or ME or 98 etc.
only Windows 7.

Disable the Automatic Restart to prevent the restarts:
1.
When your computer starts its next reboot (black screen), keep pressing F8 on your keyboard till you get the Advanced Boot Options screen.
2.
Now, with your key arrows, select Disable automatic restart on system failure and press Enter.

Once the Automatic restart is disabled create a System Restore point and uninstall and re-install the drivers.

Try uninstalling the drivers and reinstalling them.

First, connect a wired keyboard or mouse to your computer.
Then, if you have Bluetooth wireless technology installed on your computer, follow these steps:
1.
Click the Start button, click Control Panel, click Hardware and Sound, and then click Bluetooth Devices.
2.
Select the keyboard or mouse that's not working, and then click Remove.
3.
Click Add, press the reset button on the bottom of the keyboard or mouse, select the My device is set up and ready to be found check box, and then click Next.
4.
If the device is not found, repeat the previous step.
When the device is found, select it, and then click Next.
      If you've tried this step repeatedly and your computer still cannot find the device, check to make sure the device has fresh batteries.
5.
If the device is a keyboard, exchange passkeys with the keyboard.
If the device is a mouse, click Don't use a passkey.
Follow the rest of the instructions in the wizard.

Windows Error Reporting - To Fix Computer stuck in reboot loop with USB device attached.

  1. Go to Start button.
  2. Open Control Panel.
  3. Go to Windows Error Reporting.
  4. Click on System and Maintenance, then click Problem Reports and Solutions.
  5. Next, click Change Settings located on the left side panel of the Problem Reports and Solutions window.
  6. Select an option to configure how you want Windows to look for a solution to your problems. You may allow Windows to do it automatically or ask you every time to check if problem occurs.
  7. Next, click the Advanced settings link.
  8. Select Off to turn off Error Reporting.
