Cannot connect to internet with IE8, but with Google Chrome and Firefox, and network adapter is working

Hello!
I have a serious problem connecting with IE8 using Windows 7 Professional 32-bit. 
I tried the suggested troubleshooting from here, but it did not work:

IE8 tells me it cannot find a website, and diagnose of connection problems cannot identify a problem.
The "funny" thing is, that I can browse the web with Chrome and Firefox with no problems.
I can also connect to my other computers on the LAN, so the network
adapters (both wireless and Ethernet) are definitly working, at least somehow...
Device manager also shows them as working (no yellow sign).
It is a Dell Vostro 1500 with a Broadcom 440x 10/100 Ethernet card and a Intel WiFi 4965AGN wireless networking card.
I also noticed that I cannot connect with Windows Live Sync (it tells me that either the server is down or I do not have a network connection), and that the Online Windows help is not available (showing that it cannot connect to the Online help) and showing
only offline help instead.
The Windows updates on the other hand are working! To me this is very confusing...
So I think that the whole Windows networking stuff is actually not working 100%, but how can it be that Chrome and Firefox CAN connect to the internet if it were completely broken?
Could I do any more troubleshooting?

Download SmartPCFixer to Fix It (Free)

I found a solution! (Just after writing the previous post...)

This worked for me:

Reset Internet Explorer Settings! Now everything works, IE8, Online Windows help, Windows Live Sync.

I forgot to mention before that the troubles started after upgrading from Windows Vista to Windows 7.

Machine Throttling

• Go to the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your computer.
