Best Way to set up a Spreadsheet for multiple lists

Dear All,
I'm using Excel 2007 on W7.
I'm trying to put together a construction costing spreadsheet and need some help with the architecture of it.
On the first sheet (ELEMENTS) I have a list of raw elements such as cement, timber, nails, etc with their corresponding cost.
One the second
sheet (COMPONENTS) I have a made a few component lists of 'elements' (combining elements & labor) that select from the elements list to make component prices.
For example I can combine nails, timber, gypsum, etc to get a cost for gypsum partition walls per
sq meter.
When one of the raw elements has a price change, I change this in the elements sheet and all components that has this element automatically update.
On the last sheet (COST BREAKDOWN) I can just select what components I need along with a quantity
and have total cost.
My problem is with setting up the components.
I've tried to set them up as a range to easily select them on the COST BREAKDOWN sheet by merging several rows and giving the several rows one name, but this doesn't work very well.
I would appreciate any suggestions.

As a general rule, please don't merge cells.
You seem to be on the right track.
I think what you are asking might be solved by putting this formula in cell L4 in the Components sheet
=MATCH(M4,$B:$B,0)
That will give you the row number of the start of the component calculations.
Then Change the Cost, VAT Paid, and Salary Tax to;
=OFFSET($B$1,$L4+13,1) =OFFSET($B$1,$L4+14,1) =OFFSET($B$1,$L4+14,6) respectively
Copy the formulas down...
PS - copy your formula from E7 to E8 and Item 3 will lookup properly (you have range_lookup = true in the formula that returns an error).
